Governments around the world are increasingly utilizing electronic participation 

(eParticipation) to actively engage their citizens (Tambouris, Liotas, and Tarabanies, 2007). 

The use of Information and Communication Technologies (ICTs) have gain ground over the

years in the democratic process as advancements are made in various technologies. As a 

result, eParticipation projects and tools are growing to assist the efforts of governments to 

engage their citizens in the democratic process (Tambouris, Liotas, and Tarabanies, 2007).
