The framework for managing and leading a security force must cover all aspects of the security network. This framework should focus on maintaining situational awareness of the employees’ day-to-day activities within the workplace, such as coordination, scheduling, and other standard managerial tasking. Senior leadership must establish clear objectives so that the mid-level managers can effectively task their employees. Effective communication throughout all levels of the organization, from senior leadership all the way down to the ground-level employees, is essential to workplace efficiency, reducing potential confusion, and for maintaining awareness of potential issues.

In addition to strictly logistical and business-related tasking and operations, this framework should also encompass a basic knowledge of the personnel with regards to their mental well-being and physical health.  In a security force, it is particularly critical that the mid-level managers become familiar with their lower-level employees. Positive working relationships, that maintain appropriate boundaries, can be effective tools to identify potential security risks within the security force. Potential “problem” employees (at any level) should be identified as early as possible and appropriate actions should be taken to correct the issues. 

2. What is meant by maintaining force competencies in port security?

            An effective port security force should be well-versed and regularly trained to maintain optimal mission readiness. Like in any other business, requirements change, and the force must stay on pace with the any new advancements or changes to the standard practices. These advancements happen in all aspects of the job, from medical first responder protocols to the latest IT upgrades to the email system. Obviously, some of these changes are unique to the security industry; as technology and tactical methodology advance, so do the capabilities of potential adversaries. Because of these realities, the MTSA of 2002 sets forth training standards to help ensure that all port security forces are held to the same minimum set of standards. Periodic refresher trainings and various professional certifications are required for all members within the security force. The trainings are an excellent way to ensure that security forces do not become complacent. Many skills utilized in the security industry are “use it or lose it” type skills. If a security force member has not fired a weapon in months, his or her accuracy is generally greatly diminished as compared to the counterpart who makes regular gun range visits.

When it comes to managing anything, one of the most if not the most important factors is communication.  You also need a clear a devise plan of attack and a vision of what you are going for. Is just physical security or are you looking to deter anything from taking place.  Are you looking to spend now on technology or pay out in the long term with people.  In some circumstances and really most, I think a good combination of both is needed. Like any organization you will need to think of structure.  Any security force should have adaptive leaders capable of thinking quickly, and reacting to changing situations. (Christopher 2009)


2. What is meant by maintaining force competencies in port security?

Competencies in port security refers to all the different aspects involved.  All of the different components in the maritime sector.  This is ensuring all personnel are fully trained and aware of their core requirements.  Whether it be the security truck patrolling or he individuals manning the camera room.  This even translates to the individuals responsible for maintaining any security systems.  The Maritime Security Act of 2002 outlines many competencies and skills required of a port security officer to include crowd control techniques, communication procedures, security equipment maintenance, and inspection techniques (2014, p. 191). All the security in the world would be and is useless if the people responsible for performing the functions are not competent.  What good would a armed security force do, if they we unable to hit their targets.  In the military when you deploy you are required to qualify on a weapon.  Regardless if it's a handgun or rifle, if you don't make it you don't go.  We can't afford to have someone in a hostile environment and they can't defend themselves.
