Rationale and Analysis for U.S. Agency for Global Media, Part 1

Introduction

The U.S. Agency for Global Media (USAGM) was formerly known as the broadcasting Board of Governors and was established in 1994 after implementing he International Broadcast Act (Nullmeier, 2015). This act created a board that comprised of 9 members who were entitled rights to vote in the board. Eight of those members were appointed by the president and were expected to serve for 3-year terms while the ninth was the State’s secretary. The agencies mission is ‘to inform, engage, and connect people around the world by supporting freedom and democracy’. Hence, its objective is to facilitate democracy in various countries across the world by passing information and knowledge to all people worldwide (Nullmeier, 2015). The agency seeks to promote the social virtue by ensuring that everyone is informed regardless of their races, ethnicity, or other statuses. Therefore, the agencies former name BBG was not viable for these mission and objectives and was changed to U.S Agency for Global Media (USAGM) in 2018 ("Cosmopolitan Justice and Its Agency," 2019).

Agency functions

The three key functions of USAGM include inform the world concerning various matters, engaging the global network in matters concerning one country or another and facilitating democracy. Meehan (2016) provides that one vital aspect of improving the social lives is informing them the matters that are currently affecting them including business, politics, and social aspects. USAGM was establish to support global market by informing different countries about the trends and market opportunities that they could venture. The U.S is considered the main state which can link different countries and inform others about the availability of different products, the cost of those products, and the possibility of venturing in to similar products when an opportunity is still available in a given country. Information about politics is critical for every country and one reason for the establishment of USAGM was to cool down the political temperatures besides securing the citizens of various countries when a given country which they could wish to travel experience political temperatures.

Secondly, USAGM plays a role of engaging various countries in the same aspects like economic, political, and social aspects that its first role seek to serve. Countries need to engage economically to boost their economic sustainability and ensure that their dependence builds both of them but not make one to rely much on the other one. The political engagement ensures that different states engage to support one another in aspects such as promoting peace in countries with political turmoil and other issues caused by political pressures. Also, social aspects such as countries’ cultural promotions and how to end issues such as racism needs global engagement and this action is supported by USAGM.

Democracy is usually an outcome of the first two functions of USAGM including passing information and supporting engagement between the countries. Cartledge (2016) provides that democracy is a vital aspect that promotes economic, political, and social prosperity among and within given countries. USAGM aid the prevention of unfair approaches to power by informing the citizens about the consequences of those aspects and the need to promote democracy in their respective countries which in turn promotes the global democracy.

Agency news

Some latest news that could impact national management include the agency’s budget request to support strategic priorities. The request was done in 2019 aimed at reviewing the 2020’s fiscal year budget to support the agency undertake strategic priorities. USAGM seek to have $ 628 million opting to support the U.S foreign policy objectives and maximize impact while continuing with modernizing initiatives ("Cosmopolitan Justice and Its Agency," 2019). This strategy would likely impact the personal management of the agency considering that budgeting is an issue that should be addressed by the financial management.

Another news that would likely affect the personal management concerning USAGM is that Cuban-American filmmaker provides documentaries to Marti television ("Cosmopolitan Justice and Its Agency," 2019). The news affects the personal management by promoting performance the individual media houses and consequently facilitate performance to all the media reporting agencies across the world. Eduardo Palmer proved to be a well performing film maker who broadcast various documentaries pertaining to Cuba in 2018 and 2019 when he donated its documentaries to TV Marti having addressed all the expected features in film-making.

Rational for selecting agency

USAGM affects several aspects across the world which are worth evaluating based on their possible outcome. Therefore, one key rationale for selecting this agency is based on the fact that it influences the global political temperatures which consequently implies peace or turmoil across different countries. For instance, leaving the political temperatures of a given country uninformed could jeopardize the security of citizens from other countries. Informing the world about the same adversities could also help other countries learn the possible causes and implement appropriate approaches that could be used to curb them.

The second rationale for selecting this agency is the legal aspects associated with it which in turn aid learning. Various agencies operates as per the legal provisions which are also worth learning. However, USAGM operates based on global policies even though the original ones are based on the U.S which is its founder. Hence, this rationale would help the media agencies anticipating to practice this role internationally to understand the possible legal measures expected from them.
