WEEK 4 TALKING POINTS ASSIGNMENT 2

MEMORANDUM FOR PRINCE WILLIAM COUNTY CHIEF OF POLICE

FROM: Public Affairs Department

SUBJECT: Talking Points Memorandum Regarding Officer Death in Line of Duty

DATE:

You have been called to attend the next scheduled County Board of Supervisor’s meeting to give a public statement for record. You will be asked to answer questions for concerned citizens in attendance regarding developments in the shooting incident which led to the death of Officer Ashley Guindon. The Public Affairs Department recommends the following emphasis in descending rank order for your consideration:

· Incident Brief: Begin with the facts surrounding the shooting and rely solely on the press release issued by the Prince William County Police to include all victims affected (Prince William County Virginia, 2016). Please review the press release here: http://www.pwcgov.org/government/dept/police/Pages/Line_of_Duty_Death.aspx

· Officer Profile: Detail Officer Ashley Guindon’s background to illustrate the deep loss her passing is to the community. Remember, she had just been sworn in and this was her first day on the job. Also, highlight that she was a former Marine reservist and held multiple degrees, including an aeronautics degree from Embry-Riddle Aeronautical University and a master’s in forensic science (Hayes, 2016). Please review the following article: http://www.orlandosentinel.com/news/nationworld/os-ap-virginia-cop-ashley-guindon-daytona-beach-20160228-story.html

· Suspect Profile: Detail that the suspect, Ronald Hamilton, is in custody and that there is no further danger posed to the public. Acknowledge that he is an active duty Army sergeant assigned to the Pentagon and that this has been confirmed by an Army spokeswoman (Associated Press, 2016). Full details can be reviewed here: http://nypost.com/2016/02/28/pentagon-employee-arrested-in-killing-of-rookie-cop/

· Assert Control of Situation: Report that we are not letting our guard down and stress that police officers will continue to protect the community in a highly courteous and respectful fashion. A study published in Administration & Society indicates police officers are the most visible representatives of local government within communities and personal experiences regarding crime and law enforcement affect public opinion more than symbolic attitudes about the government overall (Orr & West, 2007). · Vigil Service: Announce the vigil service being held in Officer Guindon’s honor in front of the Prince William County administrative building to mourn her passing (Palermo, 2016).
