In global context, to understand and apply motivational tools in creating improved organizational performance, one should first create global Human Resource Development (HRD) programs with a broad perspective.

The HRD practitioner should look for particular cultural situations which may impact an organization's performance in a given location. For example, an organization operating in Japan should learn how to motivate skilled women when recruiting them to help retain them in light of inadequate number of skilled men workers; or how can a joint venture in Vietnam successfully operate by employing Vietnamese and foreign nationals, bridging the human capital through motivation.

Motivation can be influenced by factors such as employees' perception of training program, level of transformation leadership in an international organization, Eastern and Western Orientation towards motivation, and perceived organizational climate based on one's culture.
