Part 2

The safety manager for your project has declared the project a hard-hats-required site; this applies to all personnel. One day, while touring the site, you note that the surveyors performing the layout for the work are not wearing hard hats. You don't say anything to them since no equipment is overhead or in operation where they are working.

Analyze the given situation and answer the following questions:

  • Are you correct in your lack of action in your capacity as the safety manager for the project? Why or why not?
  • How should a safety manager typically respond to such a situation?
  • What would you do if the workers transporting brick hods state that they are too warm in hard hats and are also working in an area without anything overhead? What are the pros and cons of your response to the workers in the given situation?
  • What contract documents and safety plans should be referred to in the given situation?

Justify your answers using examples and reasoning.
