The Early Intervention program sounds like it gives the parents information on developmental aspects of the child.   It sounds like a great program and I wish we had a program like this where I currently work.   We live in a rural area where we do not take patients in pre-term labor.   These patients are often shipped to another facility about 60 miles away for care.  

I also agree with you that poverty is a disparity, which can affect mothers and preterm infants.   If the mother does not have the finances to get prenatal care or even care for herself the risk factors for preterm delivery is increased.   Low income is associated with poor birth outcomes such as still birth, low birthweight and neonatal and post-neonatal mortality (Brumbegr, Shah, 2015).   This can also affect the mother and family after delivery.   Cost of a child needing NICU care and after hospitalization can be even more debilitating for these families.
